
Capitol
Police
Chief
Tom
Navin
began
his
twenty-five
year law
enforcement
career
with the
San Jose
Police
Department.
His
career
with
that
department
began in
1986
with
assignments
in the
Patrol
Division,
Traffic
Enforcement
Unit and
Administrative
officer
to the
Deputy
Chief of
the
Patrol
Division.
He was
promoted
to
Sergeant
in 1996
and
responsible
for
direct
supervision
of
Police
Patrol
Officers.
He has
experience
supervising
the
Systems
Development/Information
Technology
Unit of
the
Department
and
later
the
Patrol
Teams at
Mineta/San
Jose
International
Airport.
He
completed
his
career
by
serving
as Chief
Pilot
for
fixed-wing
operations.
He was
responsible
for the
safety
of
flights
and the
training
of
future
police
pilots.
Having
moved
his
family
to
Nevada
in June
of 2006,
he often
found
the
weekly
drive
“over
the
hill” a
little
taxing
and
looked
forward
to
living
in
Douglas
County
full
time in
May
2011. He
comes to
the
Capitol
Police
Department
with
experience
in the
responsibility
and
management
of
multi-million
dollar
budgets
controlling
a patrol
division.
Chief
Navin
has a
passion
for
flying
and is
certified
by the
Federal
Aviation
Administration
(FAA) as
a Gold
Seal
Certified
Flight
Instructor.
He often
says
that
nothing
beats
the
aerial
view of
the
Sierra
Nevada
Mountain
Range.
Chief
has a
degree
in
Emergency
Medical
Care and
Rescue.
He is
currently
pursuing
a Law
Degree
from
Northwestern
California
University
School
of Law.
The
Chief,
and his
wife
Andi
have
seven
children
ranging
in ages
between
ten and
twenty-seven.
